port number used for connecting to the incoming mail server.

If the currently selected domain is an external domain (hosted by an external mail server), "New User" button will create external users. External users are created in WebMail Pro only. If you don't use WebMail Pro, creating such users makes no sense.
The above screenshot illustrates creating user in a domain which was previously created in "Domains" section. If you choose "Users not in domain" in "Domains" dropdown, you'll see a bit different set of settings (the screenshot below). This is because settings missing on the first screenshot are taken from the appropriate domain settings.

forces WebMail to automatically start receiving message after logging user in.
causes deleting messages from mail server after receiving them in WebMail.
means leaving messages on mail server after receiving them in WebMail.
messages older than X days will be deleted from mail server after receiving in WebMail.
if you delete messages from Trash folder in WebMail, they'll be deleted from mail server too.
mode which determines how WebMail mailbox will be synchronized with the appropriate mail server mailbox:
forces WebMail do delete messages from its database if they're no longer exist on mail server (e.g. deleted by other e-mail client software).
allow user to set "Direct Mode" type of Inbox synchronization. If disabled, "Direct Mode" choice won't be available for user.
allows/disallows users to change e-mail settings listed on this screen (i.e. you're currently editing). If enabled, user will be able to change the values specified by admin in this admin area.
number of messages which should be displayed per page in user's message list.

allows/disallows user to use rich-text editor. If rich-text editor is disabled, only plain-text editor is available for the user.
defines default skin for the user.

if disabled, external (non-embedded into message) pictures are not displayed, but user is able to display it by clicking special link. Pictures contained in message are displayed anyway.
